Environmental observation and monitoring networks: a project for the human and social sciences

Résumé

Une journée d’études a eu lieu à Paris en juin 2022 pour analyser les enjeux, les dynamiques et les tensions à l’œuvre dans la genèse, le déploiement et le fonctionnement des réseaux de surveillance de l’environnement. Cette rencontre interdisciplinaire, qui a réuni des chercheurs en sciences naturelles et en sciences humaines et sociales, a permis d’explorer plusieurs questions, en structurant les échanges autour de quatre volets : la caractérisation de la surveillance environnementale à partir d’une perspective historique, les effets sociaux de la matérialité des infrastructures, les rapports entre la surveillance et l’action publique sur les risques et, enfin, les approches citoyennes et participatives dans ces pratiques. La synthèse de la journée, présentée en conclusion, a permis de dégager des pistes pour des recherches interdisciplinaires qui sont désormais investies dans le cadre du projet RISC (Risques et sociétés à l’ère des changements environnementaux globaux : enjeux, savoirs et politiques), un projet transversal du programme Risques (IRiMa − Gestion intégrée des risques pour des sociétés plus résilientes à l’ère des changements globaux). RISC a pour ambition de contribuer à répondre à un ensemble de défis posés par les changements planétaires en cours qui exposent les sociétés humaines à une augmentation sans précédent des risques et des catastrophes liés à la combinaison des impacts du dérèglement climatique avec les activités humaines.

Abstract

In June 2022, a workshop took place in Paris to analyse the stakes and tensions at play in the genesis, deployment and the operation of environmental monitoring networks. This interdisciplinary meeting, open to researchers in the natural and human and social sciences, put the focus on four main topics: the characterization of environmental monitoring from an historical perspective, the social effects of the material shaping of these infrastructures, the interaction between surveillance and risk management and finally the participative and citizen approaches in these practices. The conclusions of this workshop allowed us to establish orientations of interdisciplinary research, which are now invested in the project RISC (Risk and Society in the Era of Global Environmental Change: Challenges, Knowledge and Governance), a cross-cutting project of the Programme Risques (IRiMa − Integrated Risks Management for More Resilient Societies at the Global Changes Era). RISC aims to respond to the challenges posed by ongoing global changes, which are exposing human societies to an unprecedented increase in risks and disasters linked to the combination of the impacts of climate disruption and human activities.
