Résumé

Le programme « Sobriétés » (2010-2013) a initié une réflexion interdisciplinaire sur les perspectives d’institutionnalisation de politiques territoriales de sobriété énergétique en Nord-Pas-de-Calais. Il a contribué à structurer un réseau régional d’acteurs – scientifiques, institutionnels et associatifs – qui tentent d’intégrer à leurs discours et à leurs pratiques une prise en compte effective de l’hypothèse du pic pétrolier global. Cela conduit à analyser les politiques énergétiques régionales, tant dans la perspective de la maîtrise de la demande d’énergie (MDE) que dans celle d’une négociation équitable de l’accès à l’énergie. Dans cette optique, l’option de la sobriété énergétique, entendue comme mécanisme de diminution volontaire et équitable de la consommation énergétique, peut répondre aux tensions sociales et écologiques.

Abstract

The “Sobriétés” program (2010-2013) initiated an interdisciplinary research work focusing on the potential institutionalisation of local energy “sobriety” policies in Nord-Pas-de-Calais (northern France). It contributed to structuring a network of regional actors – from scientific, NGO's and institutional fields – all involved in a process of integrating the global peak oil hypothesis into their discourses and practices. This process has led to reconsider regional energy policies under a new light, in particular the energy demand reduction programmes and the search for an equitable sharing of energy resources. The energy “sobriety” approach, understood as a voluntary and equitable reduction mechanism for energy consumption, brings forward innovative responses to social and ecological issues.
