Devising an urban nature park in Aix-en-Provence: when a public developer faces the challenges of an ordinary urban environmental movement

Résumé

La préservation de la nature à Aix-en-Provence, et plus spécifiquement celle des platanes et autres arbres en ville, essentialisée à travers l’apparition récente d’un mouvement environnementaliste urbain « ordinaire » amorce des formes d’agentivité citoyenne et conduit l’aménageur territorial – la Ville et la métropole d’Aix-Marseille – à réorienter ses prévisions de transformation urbaine autour de la place de la nature en ville. Fondée sur une enquête ethnographique locale auprès de collectifs environnementalistes, de riverains et des services techniques de l’environnement et des espaces verts, cette étude documente la manière dont la puissance publique, en proie à des enjeux d’acceptabilité sociale, tente de développer une image conciliante vis-à-vis de ses administrés à partir d’une combinatoire de projets destinés à valoriser la nature en ville. Regroupés sous la bannière de la création d’un parc naturel urbain, et plus généralement du verdissement de l’espace public, ces aménagements concernent notamment l’adoption d’une charte de l’arbre et la végétalisation d’une voie de bus à haut niveau de service.

Abstract

The preservation of nature in Aix-en-Provence, and more specifically that of plane trees and other trees in the city, through the recent emergence of a so-called ‘ordinary’ environmental urban movement essentialized by forms of citizen agency, has led the territorial planner —the City and the Aix-Marseille Metropolis— to reconsider its urban transformation forecasts about the place of nature in the city. Based on a five-year long local ethnographic survey of environmentalist groups and residents, as well as of members of technical services in charge of the environment and the green spaces of Aix-en-Provence, this sustainability study shows how public authorities, facing social acceptability, attempt to develop a conciliatory image based on a combination of projects designed to enhance nature in the city. Gathered under the banner of creating an urban nature park, and more generally of the greening of public spaces, these developments concern the adoption of a tree charter and the greening of a high-level service bus route.
